Limit Great Holy Wars to holy sights of the respective religions #1661

Issue Description:
Has happened in my numerous playthroughs and also evident from looking at a few posts in discord that Great Holy Wars by evil factions are very random or have an obsession with the Kingdom of Stormwind.
Example: N'zothi keep declaring holy wars on kingdom of stormwind despite having no holy sites in Stormwind.
Y'shaarj keep declaring Holy Wars all across the planet except where they need it the most: in Pandaria.
AI needs to choose the targets of GHW to be one of their neighboring kingdoms instead of on a whole different continent. As Raged suggested, Great Holy Wars should be a decision instead requiring to reach Maximum Dark Frenzy and the targets being limited to only the neighboring kingdom/empire title.
How To Reproduce:
Play the game, maybe in observer mode or as a vassal in Azeroth Continent. You'll see random Great Holy Wars pop up against targets that don't make sense.
