Is your feature request related to a problem? Please describe.
当前跨模块引用提交时候无法提示，按现有的模块设计，禁止跨模块引用是非常重要的一个限制，最好在代码提交时支持检查。

Describe the solution you'd like
在提交规则中检查新增代码是否出现跨模块引用的情况，如果有，直接禁止提交。
