After many times trying to access the windspigot, the user gets stuck at the terrain download screen #123

After so many times on joining in the server the user is blocked in the screen Downloading Terrain
Bug on latest
Is the bug on the latest version of WindSpigot?
2.1.3 DEV build and in the 2.1.2-HOTIFX
To Reproduce
Steps to reproduce the behavior:
exit and join many times and this happens
Expected behavior
A clear and concise description of what you expected to happen.
log out and log in many times on the server that is using WindSpigot and get stuck on the Downloading Terrain screen, maybe LongOpenHashSet doesn't fix the nacho bug
I tried using normal Spigot and this doesn't happen I didn't try with nacho
