Deprecated pullquote block: how to re-add via block styles and variations

WordPress deprecated the Pullquote block: WordPress/gutenberg#73228

We should have a tutorial that shows developers how to style the Quote block like a pullquote or even add a Pullquote block variation. This should be a relatively straightforward showcase of how to use existing APIs in WordPress to bring back the functionality.

The post should also cover what does happen (no longer insert Pullquote blocks) and what doesn't happen (existing Pullquotes don't disappear).

I also had a discussion that a Pullquote should have the HTML Element <aside> option as many publishers' content creators use the pull quote citing a sentence or heading from the article in larger typography than the article.

Yep, I added my thoughts there, too. I don't think it should be deprecated. We still have some time before this topic proposal is up for discussion, so maybe it'll be resolved by then.
