Add JDK21 to the test matrix

At the moment Sudachi is tested only against JDK 11 and JDK 17, it works on 21 without problems, but should be tested against it in the CI

Your version of Spotless plugin. may cause issues on the Ci, as it is may not be compatible with JDK 21
