abort when versions of system/user dictionary do not match

Sudachi user dictionary is built depending on a specific system dictionary.
Currently this dependency is not checked and may cause error.

Check and disallow the use of mismatched system/user dictionary.
User should rebuild user dictionaries when they update system dict.
