Review expansion of synoptic data csv2bufr template. #950
Description
In cases such as the implementation of wis2box in Peru, it has been noted that the synoptic data template included in wis2box doesn't define some of the variables needed in it's mapping. This issue has been solved by them by adding variable definitions in this base template.
I propose to review the base template and expand if needed to account for these cases.
