Please do not start work before PRs are merged

Contributors: Some of the XRPL bounty PRs that have been submitted will not be reviewed because they were submitted for bounties that are not yet available. We understand that many of you are eager to start working on these bounties, but we want to remind you that they are not funded unless their pull requests have been merged. Until (and unless) a bounty proposal is merged, no reward is available for its completion.
There is a process in place for reviewing and approving bounty proposals, which includes both technical and financial evaluations. While a bounty may have three technical approvals, if it is not merged, then it is still pending financial review and approval.
Given this, we ask that you hold off on starting work until the bounty proposal PRs have been merged. When a bounty has been fully approved and merged, it will be added to the List of Open Bounties.
