Add contributing guidelines md #48
Description
Add guidelines doc file for this project in order to simplify contributing into BeatPulse. Some points:
- Howto use dependencies.props in each project
- Howto Add new content or modify build.ps1
- Add documentation
- Add Samples
- etc
