Add IR beacons and IR Receiver #3
Description
This issue is a placeholder for the potential feature of having an IR receiver on Tap, and IR beacons in known locations to provide room-precise positioning.
It should use a simple custom IR header, 24-bit location code and 8-bit checksum, combined with GPS positioning from the app itself, to allow the system to know which room the badge is in.
