FINN Notebooks with PYNQ

Are FINN notebooks connected directly to PYNQ boards or is there initial setup should be done?
Another question is: if I have a USB webcam that I take images through a PYNQ board how can I input the pixels into my stitched IP?

The notebooks in the FINN compiler repository are running synthesis are not meant to be run on a PYNQ board. I believe what you're looking for are the notebooks that are provided in finn-examples: https://github.com/Xilinx/finn-examples
The README contains a guide on how to get the notebooks on the board and there is one example that uses the webcam as input (face mask detection).
