Enable merging stake of non-liquid delegators

Currently, users delegating to non-liquid staking pools can replace their address. However, `setNewAddress` prevents them from using another delegator's address, otherwise they would overwrite that other delegator's stake. Remove this restriction and amend `replaceOldAddress` to enable merging the stakes of the two delegators.
