Build integration tests for recruiter search endpoint

Description
Test that a recruiter can perform both simple and complex queries in live integration tests. This likely involves us creating a few users, setting their attributes, and making sure that the recruiter query returns these users and doesn't return other users. Then, we destroy those users (this functionality is pending #36).

Acceptance Criteria

• Recruiter search functionality is thoroughly tested.
