using the ubuntu-latest tag will now use ubuntu 24.04. Check your actions, there may be problems

I have had problems deploying in a project

Possible impact

This bug has caused apt not to find one of the packages I need and the entire execution fails

Mitigation ways

just use ubuntu-22.04 instead

I manually updated runners in my actions to 24.04 but now it seems like I'm getting long queue times waiting for a runner. Why is that? If the 22.04 runners end up using 24.04 images, why can't we route 24.04 to them?
