test-docker-ubi10-x64-1 is not ready to label as test agent

Recent issue caused by this agent test-docker-ubi10-x64-1 shows that this agent is not ready to be enabled to test agent. Current issue is the agent is set as export BUILD_LIST=openjdk.

For information here adoptium/aqa-tests#6378.
Test label has been removed. Before re-enable it some process need to make sure it's clean.

The label testFail is not correct. The main issue is machine is not ready to be labelled with test.

Agent restarted without that variable set in the environment.

Note, that variable set is just one we found. It might be other issues. So please do not add test label back before it has been reasonable tested especially we are almost in release cycle.
