Mozilla License on Template Projects

Are the template repos also under the Mozilla License?

If I write my own work on top of a template, or change the files coming with the template, are they also bound to the open-source license?

My concern is specifically with the templates; not with the framework/library, which I understand is open-source with all the rights and obligations of its license.

If I build my own project on top of the template files, I'd like to make sure the template files are not bound to any distribution restrictions, and no copyright fees are owed to any work built on top of the template.
