custom message if the spawner fails to assign a pod

We have an upper limit on the number of VM we can use. This means that after a given limit, we cannot assign pods to new users. We should provide a custom message which says that we have this limitation, and suggest to try again later. This because maybe just an error message is misleading, it seems that the app is not working.
