Enable writes to svnfs files with automatic adding and committing

See summary. Need to enable writing to an svnfs file, with automatic ownership assigned based off the uid and gid of the process creating the file. Pull the changelog message from the CHANGELOG environment variable of the calling process. If sticky bit is set in the mode of the parent directory, use that directory's permissions, otherwise default to 755.
