Don't emit event from backtracking that is exactly matching the start offset #470

The seen in the start offset isn't used for the backtracking query, which means that when a consumer connects the event corresponding to the seen in the start offset is always emitted. That will be deduplicated on the consumer side but unnecessary to transfer it (especially for gRPC) since it's know that it has been processed.
