Wiki: New "Publishing Strategy" Page

@thoni56, as suggested in #124, I've created a new Publishing Strategy Wiki page, which will eventually cover all the policies, strategies and technical aspects of how the website is updated.

The document is still just a draft, and I've also added task-lists in each section, as reminders of topics and that need to be covered.

This thread could be used to discuss how the page should be structured, what topics need to be covered, and of course the strategies themselves — although I suggest that for complex topics we create independent Discussions (in this newly added Policies category), to avoid entanglement. Also, the Policies category allows selecting a solution for the discussion, which is only really useful when are single topic is being discussed, for it allows to keep the final proposed solution afloat the entanglement.

But since this is a new page, we could start to discuss here what's expected from this new document.
