This issue tracks the development of an external stakeholder prioritisation for DCE, with the idea of converting into a general-purpose tool for other programmes.

Hey @f-rower, thanks for starting this issue! May I suggest we use it to track other RAM work on this topic as well?

I have some existing work on this for UA so it would be good to compare/integrate so we can build towards a more generalised tool
