TTF files in Libertinus Fonts v7.051 are missing GSUB tables #589

Describe the bug
The TTF files in the Libertinus Fonts v7.051 release are missing the GSUB tables that are present in the OTF files. I've tested with the Libertinus Serif (R/B/I/BI) and Libertinus Sans (R/B/I) static files. I noticed this when I wasn't able to display small caps with the TTF files.
