Option to use ADDS rest+xml/csv api

As a successor to the ftp based METAR service from NWS TOC/TG the NWS AWC has made a rest based api available to query using http(s) called Aviation Digital Data Service (ADDS). This can deliver data as either xml or csv.

It might be a good idea to support this in case the ftp service is deprecated or fails. AWC is currently deprecating the plain http ADDS service in favour of https (https://twitter.com/NWSAWC/status/965047632207994881).
