Adding REST command for order rendering and reconfiguring a set of logical clusters

Description

The intention of this task is to give an easier way to explicitly force reloading configuration on a set of clusters.
The endpoint should return detailed information on which clusters have been correctly reconfigured and on which an operation has failed.
In the future existing endpoint Task should be replaced with a new one that gives a lot more details about context.

Expectations

There exists an endpoint that allows ordering reconfiguration on a set of logical clusters.
The endpoint should also give detailed info on the operation result for each cluster.
