Allow different release note formats

Description

I would like to see the release notes that are created for a GitHub release to be customized to meet the needs of a project. For example, some projects have a different format than others (wp-alleyvate vs mantle-framework).

Use Case

When users add this action to their project they can specify the release notes format that will be used.
