Consider WordPress Scripts new build tool

Description

WordPress core is working on a new version of their scripts package (that we extend from) that resembles our build-tool package functionalities. Their version will likely be better (account for more use cases than the ones we do now): WordPress/gutenberg#72032

When that's ready, we should look into it.
