Migrate to action-test-php, action-test-node, and action-release

Description

I would like to see this project use the following projects for CI and release building.

• https://github.com/alleyinteractive/action-test-ph
• https://github.com/alleyinteractive/action-test-node
• https://github.com/alleyinteractive/action-release

The existing workflows should be replaced with https://github.com/alleyinteractive/create-wordpress-plugin/blob/develop/.github/workflows/all-pr-tests.yml and https://github.com/alleyinteractive/create-wordpress-plugin/blob/develop/.github/workflows/built-release.yml for consistency across the organization.

Use Case

When a developer contributes code to this project, they are tested using the proper Alley GitHub actions templates.
