[2.x] Drop support for PHPUnit 9

Drop support for PHPUnit 9 in the next major release of the package. This will allow us to take advantage of new features and improvements in PHPUnit 10 and beyond. Also remove all legacy code that supports PHPUnit 9 (@dataprovider).
