Sometimes in Toggle Dashboard key event can not work by controller

This issue is Probabilistic，when I Toggle Dashboard，I can not start app by controller（the pose of controller is correct），but controller key event is work well at steamvr home.
when it happen，I need to restart steamvr，sometimes I will be fine but sometimes not.
