Improve `dynamicParams = false`

Currently, dynamicParams = false comes with two limitations:

1. It doesn't work with experimental.cacheComponents
2. It causes its behavior to be inherited for nested dynamic segments

I've opened vercel/next.js#84991 to discuss potential improvements related to this in Next.js.

Hi, any updates on this as Next.js 16 has been released? I tried it today with next-intl and it does not work with cacheComponents with current next-intl setup.
