Extend CI implementation

In #519, we're migrating to GitHub Actions. This Epic is a one-to-one rewrite of the CI implementation.

In the future, we could further extend this to include such things as:

• automatic backup triggering during deployments
• possibly automated deployment of plugins
• WP Playground support

Adding these would allow us to save a lot of time during the development/release processes.
