Petitions - add 'make this petition sticky' feature

Digital campaigners have raised the idea of adding a 'make this post sticky' feature to petitions.

Sometimes they want to feature older petitions at the top of the petitions page: https://www.amnesty.org/en/get-involved/take-action/

e.g. the sudan arms embargo petition was re-pushed recently at the time of the two year anniversary of the breakout of the war. We featured it on the home page, but on the take action page it was far down the list.

current workaround would be to change the publish date to make it appear at the top
