Remove / hide footer editing options that no longer work

Before we introduced full site editor, we edited the footer content in a couple of different places:

1. Menus:

• Footer main menu
• Footer legal menu

2. Theme options

• Footer tab: to edit call to action text and button
• Theme options tab: to edit social follow buttons

When users try to use these to edit their footer content it doesn't work anymore.

We have to redirect them to the Footer pattern in the editor.

It would be clearer if the option was no longer there in the menu settings and the theme options.

Thanks for this, @SophieAmnesty. We left these things in originally so that the introduction of the new footer wouldn't require rebuilding it on live sites — on first load of the FSE template part, it pre-populates using the existing data — but I think we're probably at a point now where we can safely delete it.
