Add the option to create a rule for split tunneling for all connections on the server

Please add the option to create a rule for split tunneling for all connections on the server. For example, as the server admin, I will create 1 or more files with a list of sites for split tunneling. Then I can apply these rules either to the entire server to all connected to it, or individually to each connected one. And the client on his side can also add his own "black/white lists" of connections, and his list will be higher in priority than the list of the admin. Well, or maybe you can come up with this function more elegantly than I described. Thanks. :)
