Both the policy
CMP0069and the functioncheck_ipo_supportedwere only added in CMake version 3.9. Not setting the policy for versions < 3.9 would add support for such versions. Additionally, setting the default forUSE_LTOtoOFFin such cases makes it work without the user having to disable it manually.
