In
conda-forgepackaging, all the shared libraries are built with the/MDsettings forMSVC_RUNTIME_LIBRARY. To permit doing that, this PR adds aBUILD_WITH_DEFAULT_MSVC_RUNTIME_LIBRARYCMake option that ifONavoids to set theMSVC_RUNTIME_LIBRARYproperty at all. The default value for the option isOFF, that matches the existing behavior.
