When setting the tsconfig.json target to es2022 tide will load from the tsconfig once and then revert to es2015

Relevant Version Numbers

Tide: 4.5.4
TypeScript: 4.8.3
Emacs: 28.2

Steps to Reproduce the Bug

Set target version in tsconfig to es2022

Expected Behavior

tide should use the es2022 setting

Actual Behavior

tide reverts to es2015 target
