upgrade job fails when reverting from useExistingSecrets true -> false #431
Description
useExistingSecrets: true removes the anchore-enterprise secret from the cluster.
But if reverting to useExistingSecrets: false is then used, the upgrade pod fails due to lack of existing anchore-enterprise secrets.
Recovery requires manual generation of enchore-enterprise secret and addition of helm annotations and labels.
