User wants to use VPN as a proxy server
User uses/wants to use resolvconf
Not everyone wishes to use VPN as a proxy, maybe you only need a point-to-point link between two or more machines. That's what VPN was made for. Not just for proxying your internet through it. You should ask whether the user wants to proxy internet through the VPN or not.
Installing resolvconf on systems which already have DNS configured will most likely cause DNS breakage. It should be user's choice whether to install it or not. It's best not to touch if DNS server is already setup on the system.
