Add libssh-devel to system

Can't install ansible-pylibssh via pip unless libssh-devel is installed at the system level. In my air-gapped environment, I am able to install most python packages, but not Fedora/RHEL, so this is particularly frustrating for my organization, however, I would argue ansible-pylibssh should be installed in the base image, if not both base and minimal.

Please note that you can build your own execution environments with exactly all dependencies that you need in them on some CI system that is not air-gapped, and transfer the EE image to your air-gapped environment.

Can you give an indication why this dependency should be added to community-ee-minimal? That one comes with no collections, and ansible-core - to my knowledge - does not use ansible-pylibssh (and thus libssh-devel).

For community-ee-base I'm not sure, but I don't see any collections in it that use ansible-pylibssh either. If any of them would need it, it would be their job to add the required Python libraries (and system dependencies) to their EE specifications. (ansible-netcommon for example specifies ansible-pylibssh: https://github.com/ansible-collections/ansible.netcommon/blob/main/requirements.txt#L1 - but that collection isn't included in this EE.)

I was under the mistaken impression that Ansible was moving toward ansible-pylibssh for all ssh connections, but it looks like it's just for network_cli.
