This appears not to be an issue with the Ansible package from the repository, nor with the apt-add-repository command. It seems you had a (temporary) connection issue with the launchpad.net servers, probably DNS related judging from this error:

[Errno -3] Temporary failure in name resolution

Perhaps you should check if you can visit the ppa page on launchpad.net in a browser and if so, try the installation again.
