Where should filenames referenced in imagelist be placed?

I was able to create and use a new video by placing it in ../annotator/static/videos... but not able to do so w/ image list of frames. I have tried different permutations of specifying the host/directory path for prepending, but the server error log still indicates that the images are not found.
