Scheduler trigger is wrong after running manually at same day.

Hi bros, i got a strange issue that people would give me a advice!

Description

I have a active dag as below (time ís UTC+07):

@dag(dag_id='TEST', 
            schedule="30 8 23 * *",
            start_date=datetime(2022,1,1), 
            catchup=False,
            tags=["TEST"]

Scheduler is at 8:30 on the 23rd but i ran job manually on at 9:00 on the 21st => DAG is success and finish!

Next. i edit dag file from schedule="30 8 23 * *" to schedule="30 8 21 * *" at 10:00 on the 21st => DAG ran immediately.

Question

Why did dag run even though time is over scheduler?
Did this issue related to `airflow.cfg' ?

Expected

DAG won't run immediately after i edit at 10:00 on the 21st.

2.5.0
