Add capability to test on demand LTS branches with Quarkus LTS branches 

It'd be good to verify our `main` and LTS branches against the latest code from the quarkus release branch that corresponds to the version of Quarkus that we use (E.g 2.13). That way we guard against (or at least identify) backported commits introducing breaking changes.
