Add ability to log all interactions with a memory pool, by consumer

To help debug OOM issues in Comet, I would like to add a new LoggingMemoryPool that can wrap an existing pool and log every call that changes the size of the reservation. I can then analyze that information to better understand the events leading up to an issue that I am debugging (apache/datafusion-comet#2452).

Describe the solution you'd like

I am currently prototyping this in Comet (apache/datafusion-comet#2521). I am generating debug logging such as:
