[Improvement][Master] kill-application-when-task-failover configuration is not supported in 3.3.2

Description

I noticed that the kill-application-when-task-failover configuration, as a config item in master application.yaml, is not supported in the latest stable version 3.3.2. However this configuration is necessary for remote tasks like k8s or yarn when worker restarted. Do we have any plans to get this setting back in the future version?
