Why have we removed support for OneRowRelation

Seems like OneRowRelation was supported earlier](#1859). Why is it not supported now? It's falling back now. @zhouyuan tagging you since you were reviewer of that PR , so might know about this

Hi @nimesh1601 could you clarify this? Are there any failures on your workloads?
It should be supported as the unit tests to guard this feature for this is still running

I see the question, it's not fully offloaded in native. #1859 added the necessary schema only but still requires a R2C to convert to column batch. I suppose it's a only one row so there's not much overhead when converting.
