Release Proposal For Apache Kvrocks 2.12.0

It has been over 2 months since the last release v2.11.1, with numerous new features and fixes merged into the unstable branch. I am now proposing the next release, version 2.12.0.

All commits on the unstable branch until 2b383c3, and will exclude (TDIGEST.*) because it's under development now. The new fix in PR #2873 will be included if it's merged before the deadline.

The deadline for the cherry-picking period has been set as April 16, 2025, at 10:00 UTC+0. No new commits will be accepted after this time.
