[MJAVADOC-734] javadoc drops copying doc-files when module-info.java file present

the javadoc no longer copies the files found under doc-files to the appropriate spot in the apidoc tree.

 

The files should be present at the relative location near the html files generated from the java files.  e.g. in the module com.example the file src/main/java/hello/doc-files/Hi.png should land under target/apidocs/com.example/hello/doc-files/Hi.png

This is most likely a maven issue.
Here is a sample project.

to reproduce the issue: build with mvn compile javadoc:javadoc
and verify that there are no files copied from the doc-files subdirectory.
There should be svg files.

to see that it works without a module-info file, remove the file with
rm src/main/java/module-info.java and build again.
Now the SVG files land where you expect them and they are useable/visible in the generated javadoc.
