[HELP] Updating tools/bitmap_converter.py to work with Python3

Description

I am wanting to use the bitmap_converter.py tool but it is not compatible with Python3.

I created PR3051 for the very simple change the Python error suggested, and it then works Ok with Python3...but the PR is failing CI

Initially I thought it was my lack of (any!) Python knowledge but I think it is just failing because of a CI issue?

Can someone who knows Python and/or the CI tool assist? Happy to make changes and resubmit etc.

Closed the PR - I'm creating a new tool and now have it passing checkpatch etc.
